
DUNKIRK, Md. — A Washington, D.C., man is facing theft and drug charges after deputies said he stole soap, lotion and laundry detergent from a Calvert County pharmacy before being found in possession of controlled substances while later in custody, according to charging documents.
Curtis Sequan Cannon, 33, was charged Dec. 6, 2025, with misdemeanor theft, possession of a controlled dangerous substance not cannabis, possession of CDS while confined, and possession of contraband in a place of confinement. All four charges carry probable cause determinations, according to court records.
The incident began around 12:44 p.m. when a manager at the CVS Pharmacy on Ward Road in Dunkirk reported that a man had repeatedly entered the store and stolen items. The manager told deputies she recognized the suspect from a previous theft investigation and saw him pushing a baby stroller as he entered. Surveillance footage reviewed by deputies shows Cannon entering and exiting the store and concealing merchandise in the stroller. The report notes that Cannon was later located in the parking lot placing items into a Nissan Rogue before being detained.
Deputies said Cannon first claimed he had “only taken soap,” then told officers “he just made a mistake.” Store staff later reviewed surveillance video and guided deputies to the aisle where Tide detergent had been stocked earlier that day. The manager reported the shelf was now empty. Deputies recovered merchandise totaling $356.25, including 14 bars of Dove soap, four Tide detergent containers, five Dove body-wash bottles and five EOS body-lotion bottles. All items were returned to the store.
After Cannon was transported to the Calvert County Detention Center, deputies said they discovered Acetaminophen and Oxycodone Hydrochloride, a Schedule II controlled substance, during intake. The discovery resulted in two additional CDS charges related to possession of drugs while confined.
Cannon was held without bond following his arrest due to an active bench warrant issued for violation of probation. His next court date is set for Jan. 9, 2026, in Calvert District Court.
Cannon was advised he would be trespassed from the CVS property.
